The 2035 Goochland County Comprehensive Plan identified the Southeastern Study Area Community Engagement as a designated growth area, where commercial, light industrial, and residential growth should be concentrated in an otherwise rural county. However, it was unknown if existing infrastructure could support envisioned growth.

Creating a transparent growth scenario analysis
Line and Grade was tasked with developing a clear, transparent growth scenario analysis that could identify the real-world impacts and implications of different future development patterns.
Project services
- Multi-faceted analysis tool creation to explore impacts to transportation, housing, employment, environment, water/wastewater, schools, and fire/rescue
- Wide-reaching public engagement, aimed at educating local residents about the importance and implications of growth in the area
- Steering committee meetings facilitation and regular presentations to elected and appointed officials
- Scenario-planning scorecards to support data-driven decision making related to future land use and infrastructure priorities
