Envisioning growth areas for the city

Line and Grade worked with the city of Destin, Florida, to update a pair of small-area plans for key implementation planning growth areas in the city: the harbor and town center districts.

These two neighborhoods are Community Redevelopment Areas (CRAs) under Florida law. The updates of these plans included a three-phase approach that included the following work.

Phase 1

  • Analysis of current conditions within each CRA boundary
  • Review of existing state and local regulations
  • Review of completed and in-progress capital improvements and existing financial analysis and revenue projections

Phase 2

  • Identifying overall goals and themes for the districts and development of key projects and initiatives
  • Planning-level cost estimates

Phase 3

  • Drafting the updated plan language
  • Creating of the final plan document and accompanying graphics

Project outcomes

Our team supported a major update to the city’s land development code. The project included a complete reformatting of text, consolidation and revision of zoning districts and district standards, and updates and modernization of ordinance text to ensure consistency with state statutes, the city’s comprehensive plan, and other relevant city policies and standards.

Project staff created a series of graphics and visuals to translate complex zoning regulations and dimensional standards for a broad audience. These deliverables included detailed dimensional requirements for each zoning district, plus visuals illustrating size and location standards for signs, accessory dwelling units, and guest houses.
